Stephen D. Kovar, Jr., MAI, is a Senior Manager with Allen, Williford & Seale, Inc. He joined AWS in 2006 after earning a degree from Texas A&M University and has more than 20 years of real estate experience specializing in right-of-way valuation and eminent domain.

Mr. Kovar has performed appraisals and market studies for a wide range of right-of-way projects, including oil and gas pipelines, electric transmission lines, and highways. His experience encompasses virtually all property types, including agricultural, recreational, residential, commercial, and industrial real estate. He has developed valuation opinions for partial acquisitions, easement acquisitions, and complex eminent domain matters involving both public and private infrastructure projects.

Mr. Kovar has extensive litigation experience and has served as an expert valuation witness in numerous Special Commissioners’ Hearings, assisting in the resolution of complex real estate valuation disputes associated with right-of-way acquisitions and eminent domain actions. Mr. Kovar holds the MAI designation from the Appraisal Institute and is a Certified General Real Estate Appraiser licensed in multiple states.
